We develop and assess the energy projects of tomorrow.

ENFAN supports investors, developers, energy utilities and municipalities in developing and assessing battery storage and photovoltaic projects. We combine strategic advisory, permitting management and technical expertise to develop projects that are efficient, permittable and future-proof.

Why ENFAN

Turning complexity into clarity.

We believe successful energy projects need more than technical know-how. They emerge where strategy, permitting management and project steering interlock early on.

As an independent boutique consultancy, we support demanding battery storage, ground-mounted photovoltaic and co-location projects. We combine scientific expertise with long-standing practical experience and our own project development know-how.

We think about projects from our clients' perspective – entrepreneurial, solution-oriented and with a clear view of technical, regulatory and economic interdependencies.

Services

Advisory from the initial site idea to a robust project decision.

For developers, investors, municipal utilities, municipalities and landowners.

01

Independent site assessment

Initial assessment of site, grid environment, voltage level, restrictions, co-location potential and project logic.

02

Permitting management

We support land-use planning procedures, building permits and privileged permitting procedures – in particular for battery storage and ground-mounted photovoltaic systems. We steer the entire permitting process in a structured, efficient and targeted way through to a successful permit.

03

Project strategy

Development of a tailored project strategy – from prioritisation through risk assessment to successful implementation.

04

Workshops & expert talks

Hands-on workshops, expert talks and training on project development and permitting processes for photovoltaic and battery storage projects.

05

Strategic networking

Targeted introduction of relevant business partners as well as moderation and support of the first talks through to successful collaboration.

06

Authority & stakeholder management

Successful project development requires the early involvement of all relevant stakeholders. We coordinate communication and alignment with authorities, municipalities, grid operators, landowners, expert assessors and other project participants, laying the foundation for transparent processes and robust decisions.

How we develop your energy project – from site analysis through permitting strategy, grid connection, authority and permit management to project coordination and implementation.

Site logic

The best site is not the cheapest – it's the one with the greatest potential.

For battery storage, photovoltaic and co-location projects, it is not the land price alone that matters, but the combination of technical feasibility, permittability, municipal acceptance and long-term economic perspective. Especially in a market with limited grid-connection and permitting capacity, a sound site assessment lays the foundation for successful and future-proof energy projects.

The grid connection is one of the decisive success factors of an energy project. Only where sufficient grid capacity and realistic connection options exist can projects be realised sustainably in technical, economic and permitting terms.

Profile

Planning expertise for the next generation of energy projects.

Dr. Eva Frensemeier combines spatial planning, permitting strategy and the development of renewable energy projects. Her focus is on the strategic assessment and development of sites for battery storage, ground-mounted photovoltaics, co-location projects and further energy infrastructure. She accompanies projects from the first site assessment through the development of a viable permitting strategy to successfully obtaining the required permits.

ENFAN transfers this experience to a central bottleneck of the energy transition: bringing together land, grid connection, permitting requirements, municipal acceptance and economic conditions so that a project idea becomes a feasible and lastingly successful energy project. In doing so, ENFAN supports its clients both in strategic project development and in steering and coordinating complex permitting processes.

For larger mandates, Dr. Eva Frensemeier works with a project-specific curated expert network. This keeps ENFAN personally led while being able to accompany demanding site assessments, permitting procedures, project-steering and due-diligence mandates in a well-founded and efficient way – without unnecessary overhead structures.

Own project development

50 MW co-location project in Brandenburg

Photovoltaics with battery storage

Our own development project comprises a 50 MW grid connection on an area of around 75 hectares in Brandenburg. The project is in the land-use planning procedure and is shortly before the full draft of the development plan. The grid reservation has already been successfully secured.

Selected milestones

✔ 50 MW secured grid reservation
✔ 75 ha project area in Brandenburg
✔ Co-location of ground-mounted photovoltaics and battery storage
✔ Land-use planning procedure shortly before the full draft of the development plan

Developing this project gives us deep insight into all phases of project development – from site analysis through permitting strategy to coordination with municipalities, authorities, grid operators and landowners. At the same time we steer expert assessors and other service providers and experience daily how important a robust network and professional stakeholder management are for project success.

Own project development also means continuously tracking regulatory changes and integrating them into the project strategy early on. It is precisely this experience that we pass on to our clients – with hands-on solutions, up-to-date expertise and the ambition to implement projects efficiently, with permitting certainty and successfully.

Curated expert network

Personal leadership, tailored expertise.

ENFAN is deliberately set up as a lean, high-quality advisory structure. Dr. Eva Frensemeier remains the central point of contact and technical project lead. For specialist questions, a curated expert network is brought in per mandate – exactly as large as the project requires.

The model combines personal responsibility with access to additional expertise for grid, technical interfaces, permitting, market model, financing, communication and acceptance.
